Are these date ideas expensive?

Most are free or nearly free ~ the deck leans on time together, not spending. A few suggest a small outing, but you can skip those and still have plenty.

What if we have done some of these already?

Great ~ do them again, or use the flowchart to riff. The deck is a launchpad, not a rulebook.

Can we use this with kids in the house?

Yes ~ plenty of the cards work as a stay-in night once the house is quiet, or as something you do together after bedtime.
